Mr. Rock has 35 years of experience working with underground utilities. After graduating East Carolina University in 1986, Mr. Rock spent five years in the construction industry installing underground utilities and has spent the subsequent 30 years in various capacities in the Subsurface Utility Engineering (SUE) profession. Mr. Rock began his career in SUE with the original provider and to that end played a pivotal role in helping to develop SUE into the recognized engineering profession it is today. Through the course of his career, Mr. Rock has been responsible for the management of On-Call SUE contracts for: SCDOT, NCDOT, GDOT, VDOT, Fairfax Co., TxDOT, IDOT, ODOT, PennDOT and ALDOT.
